Norfolk Public Schools believes that the professional practice of teaching is a multifaceted process that is cognitively, emotionally, and physically challenging. Therefore, the progression for teacher supervision and evaluation should be authentic, evidence-based, and truly mirror the genuine work of teachers. Teacher supervision and evaluation should be designed as a growth experience for teachers as well as a positive and insightful process that uses feedback to improve instructional effectiveness and increase student learning.

The Norfolk Public Schools Teacher Supervision and Evaluation Process is established on professional trust and collaboration. The process divides the complex work of teaching into four major domains: Planning and Preparation, The Classroom Environment, Instruction, and Professional Responsibilities.
