I want to thank you for working with Norfolk Public Schools during the last few weeks as we determined how we could safely offer in-person instruction to our students during this COVID pandemic. It has been wonderful having students back in our buildings!
We are grateful for each day that we have together with our students and hope that we are able to continue with our current model of in-person instruction for the remainder of the school year. However, I do feel that it is necessary for me to remind everyone that our learning model defined in our “Return To School Plan” is tied to the four colored tiers of the Elkhorn Logan Valley Public Health Departments (ELVPHD)’s COVID Risk Dial. These levels are Low/Stable (green), Moderate (yellow), Elevated (orange), and High/Severe (red). As long as that dial remains in “yellow” we can continue with all students attending NPS in-person. However, if that dial moves to “orange” NPS will move to a hybrid model, which includes a combination of on-site/in-person instruction and remote (home-based) learning opportunities.
For the last several weeks, the ELVPHD’s risk dial has moved closer and closer to “orange”, so I want you to be prepared for this possibility. The ELVPHD announces their dial status each week on Wednesdays. However, NPS understands that changing to a different model of instruction in the middle of the week would be difficult for everyone involved. Therefore, NPS plans to change our model of instruction effective the following Monday. This would give parents an opportunity to find alternative supervision for their children, and it would give teachers an opportunity to transition students to a new model of instruction.
Similarly, once NPS enters “orange” we will carefully consider how and when to transition back to “yellow”. We do not want to create a situation where we move back and forth between learning models repeatedly in a short period of time. This means that we might stick with a hybrid model of learning for a while after the dial moves back to “yellow”--in order to evaluate the likelihood of us staying in yellow-- before we actually transition back to on-site learning.

Week 1
- Monday - Yellow - ALL Students on-site for instruction
- Tuesday - Yellow - ALL Students on-site for instruction
- Wednesday - Yellow - ALL Students on-site for instruction...but a risk dial change is announced by the ELVPHD
- Thursday - Yellow/Orange Transition - ALL Students on-site for instruction for the remainder of the week. Teachers prep students for hybrid-learning model.
- Friday - Yellow/Orange Transition - ALL Students on-site for instruction for the remainder of the week. Teachers prep students for hybrid-learning model. Students take all necessary materials home.
Week 2
- Monday - Orange - Group A:On-site instruction, Group B: Remote-learning
- Tuesday - Orange - Group A: Remote learning, Group B: On-site instruction
- Wednesday - Orange - ALL Students Remote Learning -completing pre-assigned work
- Thursday - Orange - Group A: On-site instruction, Group B: Remote-learning
- Friday - Orange - Group A: Remote learning, Group B: On-site instruction
NPS teachers learned a lot about remote learning last spring and have continued to develop their skills throughout the summer and fall, so that we can provide students with a better, more rigorous, remote learning experience if it becomes necessary. The school district has also worked with local providers and generous donors to add mobile hotspots to our school technology options to serve our students in grades 5-12 that have internet connectivity issues at home. More information will be shared regarding the availability of these mobile hotspots.
I will be in contact with you right away if the ELVPHD’s COVID Risk Dial moves to “orange”. You can also find this information on our NPS website and the ELVPHD’s website.The NPS posts a News Bulletin on our website with important COVID information for parents each Thursday. This is a great place for you to find up-to-date information on the most recent COVID developments. Quiero agradecerles por trabajar con Norfolk Public Schools (NPS) durante las últimas semanas mientras determinamos cómo podemos ofrecer instrucción en persona de manera segura a nuestros estudiantes durante esta pandemia de COVID. ¡Ha sido maravilloso tener estudiantes en nuestros edificios!
Estamos agradecidos por cada día que tenemos junto con nuestros estudiantes y esperamos poder continuar con nuestro modelo actual de instrucción en persona durante el resto del año escolar. Los maestros de NPS aprendieron mucho sobre el aprendizaje remoto la primavera pasada y han continuado desarrollando sus habilidades durante el verano y el otoño para que podamos proporcionar a los estudiantes una experiencia de aprendizaje a distancia mejor y más rigurosa si es necesario.
